The biggest concern here is you not knowing where she is. If she doesn't have a cell phone, now would be the time to get her one. You should make an agreement that if she is going out with friends, she has to call you to let you know where and with whom, first. You also need to divide your attention equally. Trying for a baby should not influence your relationship with your other kids.

16 year olds go out with friends ... its normal. and ya they drink to .... Make sure she tells you where she is going .... I would be very confused if my mom wanted a baby when I was 16 .... I mean im a teenager .... almost time to move out and you want to have another baby..... Im 21 married, and have a baby on the way, I cant imagine having 5 year old sibling.
