"committed to buy" means just that. You can't just cancel after you've done this. The seller is out fees. The reason there is nothing on the listing is you aren't allowed to cancel because you changed your mind. When you fail to pay, the seller will file a non-pay strike. Getting one of these will cause eBay to suspend your ability to bid and possibly kick you off of eBay entirely. This seller is saying if you make him whoe, he won't file it.

An Ebay seller can choose to do that. But if it is not in the listing, he cannot impose those conditions after the sale. I would get in touch with Ebay. A big merchandiser does that, not a small individual person.
