In a sense, yes. If you crouch and shoot behind cover, you only have your head exposed, making it increasingly hard to hit you. If you mean crouching in the open with no cover, not really. Out in the open crouching in most games is for sneaking and stealth kills (Ex. Skyrim, Metal Gear Solid series, Frycry series).
