Stop once and look to see if its clear to proceed, if you cant see clearly then stop a second time after you have moved up a little.

You stop at the limit line, if none the cross walk, and if none where it would be if there were one. Since that puts you far enough back that you can't see oncoming traffic in most cases, you pull forward to where you can see, stop and wait until it is clear.
