They certainly did in Italy when I lived there. There were lots of gelato places that all made their own. In addition to cones and cups, you could get an ice cream sandwich - gelato in bread as well as the kind you're probably more familar with. They also had sundaes, shakes, frappes and affogatos - ice cream and coffee or ice cream and alcohol.

yes I have not met a person who did not love ice-cream what is there not to love about it
