It sounds like your tank may not be properly vented and the pump is trying to pull a vacuum on the tank. There is usually a vent pipe outside near your fill pipe. Make sure it is not clogged or obstructed.

When your oil level is low, the returning oil falling back into the tank is creating air bubbles in the oil. Your return line should be about 4 inches off the bottom of the oil tank so it will not create air in the oil. Extend your return line, and also go through and tighten all your oil line fittings to insure leak free oil lines.
