They don't necessarily share information but these systems are becoming more and more integrated so though there may be nothing straight away you could find the council contacting you at some point in the future.

No the DVLA will not inform your local council about your last 3 addresses as they are not connected. So relax because you have obviously got away with unpaid council tax.
