Yes, but it's not as safe as having them strapped in. I mean, like you've stated already, the baby died from hitting the ceiling of the plane after being placed on the ground. Wow, they really told them to put their baby on the ground?! I wouldn't of suspected that. Anyways, my source for this answer will provide a more thorough description of what I mean by being strapped in.

it happens but all carriers do ask for children and babies to be strapped in for take off and landings. though often insistant they cannot force a parent to do so once flight is underway.

The safest way is for the kid to be in an approved car seat strapped into their own seat. Yes, that will cost you the price of a ticket but just how important is the safety of your kid?
