NO, they will NOT add him as a driver when you rent the car. Just hire a driving school to take your son for his test in their car.

This is what they will require, taken directly from the web page: Rental car contract if the driver is listed on the contract as the insured. If your son is not 25, chances are they won't list him as driver, although some will rent with restrictions to those 21 to 24. If he is under 21 there is no chance they will list him on the contract.

Call up some local rental agencies and ask them if your son qualifies to be registered as a driver on the rental vehicle. If he is not and something happens to the vehicle while he is driving, the insurance will be void and you could be stuck with some hefty repair bills, or even worse, medical bills.

No, major automotive rental companies only rent their vehicles to licensed drivers. And because your son is not a licensed driver, or of required age, he would not be eligible to be added to the rental agreement. However, driving schools do generally make their fleet available for testing. Fees are quite high however.

No. I can't say whether or not the DMV will care, but the rental company certainly will. You cannot add a minor or an unlicensed driver on the rental agreement. If the DMV allows your son to use a rental car for his test, and he crashes, the rental agreement and the insurance coverage provided by the rental company will be void. You will be 100% liable for any damage to the rental car, and to anything he hits. Even if all goes well, the rental company will hit you with hefty fees if they find out you let your son drive their car.
