No, it's against their policies. If they found out, they'd block that administrator account totally. Technically the idea is feasible. I do not know the answers to your later three questions.

You would need to contact each admin via their talk page and ask them. After the second or third such attempt you would be barred from accessing Wikipedia. Why not just apply to become an admin yourself... rators#Becoming_an_administrator

Not necessary pay someone for Wikipedia account. You also can make your own. This is very easy. Go and read guidelines of Wikipedia.
