Yes. There is an 18 year old, somewhere in the world, who is rich enough to afford to pay what insurance costs for a driver who is 18. I don't know if you are that 18 year old. Seriously, the answer is yes, an 18 year old is allowed to pay for his/her own insurance, but most of them don't have enough money.

Can and able to are two different things. An 18 year old is legally an adult and can sign an insurance contract on his/her own. Affordability is different topic. If you are living at home or still on good terms with your parents you should stay on their policy. It will provide discounts and they may even kick in for some of your premium.
