Go to a credit union and talk to someone there. They will tell you how much you qualify for based on your credit score. You may also find out how to improve your score (which results in a lower interest rate). A brand new car loses much of its value the minute you sign for it and make it a used car. For your first car, I suggest you look at Consumer report's annual guide for reliable used cars (as well as cars to avoid. For example, Nissan Versa's have only average reliability. A Corolla or Civic may be a smarter move.

Credit union won't approve you. You are working part time. Why does it have to be a '13 or '14? Find a decent used car and pay cash.

On a part time salary and no credit you have no chance of getting a car loan.

You wont be borrowing for a car until you get a full time job with decent income and a reasonable down payment. You cant buy a $5000 used car. So a brand new car is a total pipedream.
