You should start paying your own bills after you get your bachelor's or master's. If you don't plan to get one, you should do it one year after you finish high school.

when they're grown and out of college. so I'd say 25+

I think it depends on the financial status of their parents and whether or not they have a job. If they are in a position to contribute and it is welcomed by their parents then it could be as young as 18. If they are a 21 year old with thousands of debt from college and their parents are happy and capable of covering the cost I don't think they should have to make a contribution. It is different for all families.

They can start contributing toward food or whatever when they get their first job. And I think anyone still living at home past high school graduation should pay rent.

18-19 if they don't go to college, or after college if they are planning on moving permanently back home But if your family needs your help when your younger, that's fine too
