Most TV shows are copy-written so you could have problems using anything without the shows written consent. I am not sure about commercials you should check with who ever owns them first.

Yes - anything professional is under copyright, so you'd need permission. Also, actors don't go putting stuff up on Youtube - that's very unprofessional.

N - it would be against the copyright. You can use the scenes you're in to produce a "show reel" that you can send to talent agents or casting directors to who them your previous work, but you can not make it available to the public.
