You'd pay regular sales tax on a pipe. The pipe, when new, doesn't actually contain any tobacco, so it wouldn't be subject to any specific tobacco taxes, at least at the federal level. Provincial taxes vary from one province to the next. The organization selling the pipe would be able to tell you what taxes are included, but you might need to talk to a manager rather than the person behind the counter.
