Since we are in the negative phase of the PDO, temperatures will stay steady through 2020, giving nations little incentive to make drastic emissions cuts. Besides, a number of nations have found out the real cost of cutting fossil fuel use. I do believe the AGW scare is over.

The Kyoto Protocol is pretty much expired already. 2020 is one date, but the initial emissions agreements run out much sooner, with many countries saying they will not sign on to followup agreements. So far the agreement is to have countries agree to at some point in the future produce a list of emissions targets that are non-binding. They just want to keep the meetings going without having to declare failure.
