It is because the Reading score and the writing score are are balanced to give a combined score - just like in the SAT and ACT tests. I believe that the Reading represents 60% of the score, and Writing represents 40%. Therefore, if you had happened to have an 11 out of 12 in writing, it would have lowered your Reading score to a 30. And, the ONLY way that a student can score a perfect 32 on the ACT PLAN, is to have an absolutely perfect score in everything, including Writing. A score of 31 is still about the 99.5th percentile, so I wouldn't complain.
